I haven't looked at this, but have some thoughts for anyone that may. The biggest problem here is that while the monk should not be able to learn melee weapons, there are other potential races/classes that may not start with that skill that should be able to learn it. And being able to differentiate that (other than putting in a check specific for the monk) is difficult. Now if there is no other class that starts without melee weapons but can learn it, then the simple solution is to remove the scrolls of melee weapon. I would guess this same bug may apply to all the class/race combinations that do not start with melee weapon skill. But I'm really not all that familar with race/class code. So I could be completely wrong on this.
