[CF-Devel] friendly fire patch

Here is the patch for friendly fire - please check it out and if it is
ok, Ill commit it to CVS and add in the peaceful help file.  I would
have added it to CVS directly because it appears to work alright but
think that someone who knows the attack system should glance it over
first...
