[CF-Devel] misc bug fixes and weather visualization

That attched file contains several patches and a README.  The README
explains the patches in detail, here is a quick summary.

Inv checker bug fixes.
Scroll bug fix.
Weather bug fixes and tweaks.
Weather visualisation system.
Learning and high level tweaks.

As mentioned in the README, I am working on a stand alone weather server,
this has begun, and should get some testing on the cluster this wekend.

The documentation said to mail patches to this address, but I'm not
