My character, poof, is a level 73 dragon following Sorig. With the
amulet he gets a +100 resistance (which I understand really only
modifies the saving throw(?)) and is completely unaffected by fear.
So, your problem is with being a follower of Gaea.

IMNSHO, Gaea sucks. :-P
