[CF-Devel] NEW Scorn Sale shop

Hello all,

This is sent to both the developer list and the maps list to get the
broadest coverage.

The Sale Shop has become a dumping ground for newbies entering Scorn
from the TC to sell their junk. These items were ending up on the
unique map squares and experienced players were complaining about it.
This fixed map has a "two floor" shop to mitigate the problem.
