[crossfire] Guilds and Houses

The permenant apartment in Navar is 'buildable'.  In addition to that,
there are some hoses in Stoneville that have unique floors.  The
actual 'building' of the entire house is not implimented yet, but will
probaly happen in the future (building code needs some way to track
players posessions, and prevent someone from building stuff that
should only appear inside a house).
