You need to find a NPC that will craft the armor for you, assuming you 
have the right "ingredients" and can afford it.

For instance, the Scorn Armour shop has a smith that can make certain 
armor and shield out of dragon scales.

      Can i also forge weapons?
     
     
You'll need to use a different forge for that - like the one found in the 
craft shops in the central area of Scorn.  You'll also need the right 
ingredients as well in here as well.
