When I was playing with having some parts of the weather code run as a
separate application (for running on a different computer) I actually
implemented it as just another client.  This client controlled the
actions of a weather god, moving it around the world changing the
weather in the local area, then moving to the next area.

Weather gods, sun gods, storm gods, lightning and thunder gods, etc.
could match them up with actual Crossfire gods and increase their
influence on aligned creatures when they are around etc.
