I'm pretty sure what Mark means isn't making each lever of every map
19x19, what he means is making that the amount of displayed map on the
client all of the time (not counting darkness etc. limits). And what he
meant by "Standard size so that map makers know what to design to" is
meaning in terms of map makers assuming a player can see a certain
distance ahead of them.
