Monster generator limits (i.e., generator_limit 10)

Maps where monster population and stats (lower AC, reduced Wc) are
designed for the combat system in trunk:

/quests/saromok/*
darcap/pygmy_forest/*

The Fun Zone maps, I'm not sure if there is anything with those maps;
they need a closer look.
