If I have understood it correctly, that was the purpose of PERM_DEATH. No XP drain and/or level loss, but if you manage to get resurrected you loose your stuff and quite a few skills? That's what seems to happen now, anyways. If there is any XP drain, it is marginal - and I feel it should be.
