Because it's more convenient and pretty simple to implement.  If you do
not use the scroll bars, how do you browse longer shop inventories or
your own inventory?

I'm not using GTK or gcfclient.  But afaik, newer versions of GTK handle
the wheel.  I do not know whether the app has to do something special to
make use of it though.
