     It seems you do have autoconf, but a very old one (which uses
"configure.in" instead of "configure.ac").

     It is a requirement when you are compiling sources from CVS or if you
made some modification to Makefiles or configure.ac file. It should not
be requirement if you use released tarballs.

You could also have such problem if your system clock is not set right.
