[CF-Devel] Various exp refinements.

To stop some abuses in experience, and just some general problems, various
ideas to refine exp some more:

When a player kills another player, he does not get any exp.
A player gets no exp when doing a drain attack against another player.

Rationale for the above - best I know of, no servers really condone players
killing other players. Removing the exp reward for killing another player would
reduce incentive even more.

I'm uncertain what to do for the recipient of such attacks - its impossible to
seperate the accident death (eg, working as a party and wander in front of your
friends lightning bolt, vs something malicious player killing).

Arguably, having no effect on players draining other players may be reasonable
- as a an agressive action, draining could be as nasty or nastier than death.
