Well.. rather than that..  they should just clam up.  An NPC could track who it
has spoken to to some degree.  Say for example a randomtalking NPC will only
say 5 things to a player per reset.  If you walked up to a stranger on the
street and said "hello" 500 times, he would probably either hit you or shut up
eventually.

Also.. with something like an eliza engine, the NPC's could listen to player
conversation, and generate useless little tidbits.
