  That is the way it should work (note that this can be customized, so that it 
can be 1.5 * character level, or 0.5 * character level, etc.  But on metalforge 
at least, it is set to 1.0.

  Looking at the code, it seems pretty straightforward.  CAn you provide a 
character name, as well as items you are trying to apply?  Might give a better 
clue as to what is going on.

  The spells were generally converted as the old system had them, but may have 
been some typos, or some other oddities.  I'll beef up the spell a bit.

  Note that while divine shock is god given, it is a level 1 spell without a 
real high cost.  So in that sense, it could be considered an odd spell - low 
level, but you probably have to be reasonably high level before the god will 
give it to you.

  But the old parameters of the spell more reflected the level of the spell, not 
how hard it is to get.
