Feel > free to correct my thinking if it is flawed. :-) That is the way it should work (note that this can be customized, so that it can be 1.5 * character level, or 0.5 * character level, etc. But on metalforge at least, it is set to 1.0. Looking at the code, it seems pretty straightforward. CAn you provide a character name, as well as items you are trying to apply? I'll beef up the spell a bit. Note that while divine shock is god given, it is a level 1 spell without a real high cost. So in that sense, it could be considered an odd spell - low level, but you probably have to be reasonably high level before the god will give it to you.
