That's how it works.
And that's actually pretty right, considering what 'curse' means: can't 
remove once applied. So well, remove curse obviously can't work for non 
applied items :)
And the 'remove curse from non cursed items' is a god present, so it 
shouldn't be easy to get when not praying...
