Does the AC score depend on overall character level or their level in 
clawing (or other skill)?

What is the maximum AC that you are talking about?

IIRC, only 2 other races (fireborn and quetzalcoatl) have this capability.
And, it depends on their overall level instead of a level in a particular 
skill.
