The overall result should be - that you have to find (the currently rare) improvement potions for a long time, not just for the first few levels, - it gets harder and harder to find suitable potions for each level you gain, and - the low-level potions probably will not be snatched away by high-level characters from low-level characters because these potions are not useful for the high-level characters anymore.
