Here is another idea:

Currently improvement potions are not very useful because you become
"perfect" at level 10 or so. That is, you need at most 30 improvement
potions for your character.

A solution could be:

1. Make the improvement potions useful for *all* levels. That is,
   increase the "lev_array" from 10 to 115 (read "all") levels. That is,
   this change would not make you more powerful but you had to quaff a
   few improvement potions to actually get the improvements of your new
   level.

2. Add a level to the potions: You have a (random) chance to
   successfully drink it only if the potion level is higher than your
   current overall level.

The overall result should be

 - that you have to find (the currently rare) improvement potions for a
   long time, not just for the first few levels,

 - it gets harder and harder to find suitable potions for each level you
   gain, and

 - the low-level potions probably will not be snatched away by
   high-level characters from low-level characters because these potions
   are not useful for the high-level characters anymore.
