Given that my character has collected a few thousand stat potions (of each kind) and I assume that quite a few more characters have even more potions, I don't think a permanent stat raise would be acceptable. Assuming that 1% success chance, my character would probably gain ten stat points in total (for each of his stats). Therefore, I'd rather make it a temporary raise: you gain 1 stat point for (say) 1 day playtime with 1% chance. (And probably cap it to one or two points in total.) I think, this solution would still drain the excess stat potions out of the game but it would not (permanently) spoil the game too much.
