I agree, this is a good method.  If every participant rates at least 3
systems (to avoid the problem of 'exhausted' ballots as described in
the wikipedia article) then it should be possible to pick the winner
easily.  It should also be possible to suggest other source code
management systems even if they are not included in the matrix, such
as SVK (even if it is basically a layer above SVN), Monotone, Cogito
(git), GNU arch and others.

Previous messages mentioned the option to weight the votes.  If the
main developers are happy with the outcome of the vote without any
weighting, then it is not an issue anyway.  But if the results of the
vote are not so clear, then Mark (and maybe Leaf, Ryo and other major
contributors) should have a vote that counts double.  Or maybe Mark
could simply have the final say.  After all, experience shows that
among the free software projects, those that are led by benevolent
dictators tend to be more successful than the projects attempting to
have a pure democracy (the latter end up stagnating or forking after a
while).

At first I thought that I should not vote because I have been away
from Crossfire for several years and I only got commit access
recently.  But now I think that it would be better to allow everybody
to vote, including those who do not have commit access.  I prefer to
encourage people to contribute more in the future because they have
cast a ballot than to have anybody feeling left out of the community
because they were not allowed to vote.  So I suggest to open the vote
to everybody who is on this list, including the lurkers.  I don't
think that it would introduce a major bias in the votes.

I will let Mark decide if a vote is really necessary and how long it
should last.

If we choose to have a vote, then my ballot would be influenced by
the updated matrix that I suggested two days ago, except that I would
be a bit more conservative and still keep CVS in front.  So here is
my vote: 1 CVS, 2 SVN, 3 Darcs, 4 Bzr, 5 SVK, 6 Monotone.
