To me this seems a reasonable system, however I think we should consider
the "Schulze method" (see http://en.wikipedia.org/wiki/Schulze_method ),
a type of "Condorcet method" (A Condorcet method is one that is
mathematically shown to fit certain criteria, including but not limited
to choosing the most preferred candidate. See
http://en.wikipedia.org/wiki/Condorcet_method ), which seems fairly
popular among free software groups (i.e. Debian and Gentoo) for votes of
internal policy. Actually, we could start using debian's voting software
"devotee", which used the "Schulze method", for voting of such things,
however personally I feel that would be overkill considering I doubt we
would need to do votes very often.
Assuming we want to use a preferential system my vote would go as follows:
1) Mercurial
4) SVN
2) CVS
3) Bzr
5) Darcs
Note though that between those choices I don't have much of a preference
between them, in particular I had a hard time deciding the order for
Bzr, SVN, and CVS and I'm still not certain I like that order.
