Allow some bots to be in the player count, but within reason (drop the
server if the player count is intentionally raised by the server
owner; some abuse can take place, if you don't try to determine the
owner of the bots).

Would be easier to manage (on both sides) by having a "permanent" flag
sent to the metaserver, that has to be explicitly set in the server
config.
