  I wonder if this could be added as a new attribute to the map header, like the 
shopitems stuff?  Something like max_denomination or the like (and if that isn't 
set, keep the current setting of platinum/gold/silver).

  A question could be whether that should control both what currency it takes 
and what it gives out.

  A shop that generally deals in cheap stuff could be seen not to stock large 
coins, and thus won't give them out.

  It could also be extrapolated that cheap shops won't have change on hand to 
make large amounts of change.

  OTOH, we probably do want to be careful not to overly complicate things - if 
I'm buying something from a shop and only have jade coins, it would be annoying 
(eg, not fun) to have to leave the shop to go to the bank to get change, go back 
to the shop, etc.
