That will fix the problem.  Have you ever seen a pen which is able to
write forever?  Let the pen consume charges; make the pen rechargeable
via charging scrolls.  It's ok to have a high amount of charges, in a
range of 200 up to 500; maybe even more, depending on the xp gain.  Pens
aren't found that often, so having a low charge will prevent people
getting a decent inscription level.

Oh, and don't let the skill scroll level be higher than the casting
skill level.  Writing a scroll with inscription level 30 and a spell
casting level of 5 (for the selected spell) should result into a level 5
scroll (not 30).  And vice versa, having level 25 casting skill and
level 7 inscription skill will produce level 7 scrolls.  Whatever is
lower should be the resulting level.


And reduce the amount of xp someone gets for inscribing a scroll.
Slaying orcs and zombies to reach level 10 in melee will take a long
time, but using inscription level 10 is a matter of seconds.  That's
ridiculous.
