Possibly Seer, but your other idea seems a bit more user friendly.

I would rather see this happen, than to have a bot do it. Possibly
evolve the tutorial map into a quest (more in the sense of role
playing). It would also be nice if we used the animator plugin to give
the player a little bit of back story about the game world (an other
suggestion in that feature request), after someone finishes setting
their character up. Players who seem to have a difficult time after the
tutorial, could be marked (through the use of a script, and a logger),
while various npcs distributed across the world attempt to give tips to
the player loosely relating to the problem the player was marked with.
