[CF-Devel] PR (Partial resistance)

I think partial resistances are needed. And if we
want to go that way we should start as fast as possible,
because there will be heaps of work to do for re-balancing
everything.

Maybe it would be nice to have an option in the code to
set up a "no_pr_server", just in case that someone doesn´t
like the new scheme at first.

If someone does the coding for PR, I would like to help with
re-adjusting monsters, maps and artifacts. Especially since
this will be the biggest amount of work about this project.
