there's nothing mutually exclusive here, one thing can be
covered with shards of ice and then enveloped in fire. Of course
if this situation lasts long enough the ice will melt, but I
suppose since it's magic, it's constantly regenerated (it would
probably melt anyway once it hits something warm).

In particular, that would be an incredibly nasty attack, due to
thermal shock. Even better if it was possible for the ice to hit
first, but you can't have everything ;-)
