Keep the skills out of it all together. And if overall xp is not fine enough in itself we could make some kinds of skills and abilities that ramp up based on general level rather than skill level. The other option is to distribute the xp among the skills based on the current distribution of xp. This would probably be implemented using statistical odds--for each incoming point, select a random number between 1 and the total number of skill xp, then count down the list of skills, subtracting the xp until it goes negative, and assign the point to that skill. (There's probably a better way of implementing it, but you should get the idea.) Or we could have a "party" skill. (Hmmm, with a level 3 party skill, I can create booze.
