ban_file called 'banish_file' (to avoid confusion), in var.  The main reason
for this is for respecting filesystem standards but it would also be useful
in that the server admin can easily clean these entries up (with a cron
script or whatever) or so that more functionality can be added (like DM's
being able to lift the ban...).  If the server admin reading the logs or
whatever decides to set up more permenent IP bans they can use the ban_file
in etc.
